本特刊由 Ken Chih-Yan Sun、Peggy Levitt 與 Lake Lui 共同主編，旨在為「跨國社會保護」（Transnational Social Protection, TSP）建立全新的概念地圖，深入探討東亞及東南亞地區跨境移民與社會保障系統之間的相互影響。相較於過往學術討論多聚焦於歐美及拉丁美洲移民及其家庭的自我保障能力，針對亞洲情境的研究仍屬少數—儘管亞洲的現代化進程、政經結構與信仰體系皆與西方存在顯著差異。
因此，本特刊圍繞國家政策與權利保障、多層次支持網絡的角色，以及跨國資源環境的建構三大主軸，剖析亞洲遷出國與接收國的政策實踐，以及市場、第三方機構與個人網絡對移民的支撐作用。最終，本特刊旨在填補西方學術脈絡與亞洲在地實踐之間的空白，並為未來的國際移民與社會政策研究提出前瞻性的方向。

This special issue, co-edited by Ken Chih-Yan Sun, Peggy Levitt, and Lake Lui, offers a new conceptual map for understanding how systems of social protection and cross-border migration influence one another across East and Southeast Asia. While previous literature on Transnational Social Protection (TSP) has largely focused on the capacity of migrants in Europe, the United States, and parts of Latin America to protect themselves and their families, scholarship on TSP in the Asian context remains limited — despite the fact that processes of modernization, socio-political structures, and belief systems in Asia differ significantly from those in the West.
This special issue organizes its inquiry around three key axes: state policies and rights protection, the roles of multi-tier support networks, and the construction of cross-border resource environments. Contributors examine the policy practices of sending and receiving states in Asia, as well as how the market, third-sector institutions, and personal networks sustain migrants. Ultimately, this special seeks to bridge the gap between Western academic discourses and practices in the Asian contexts, while offering forward-looking directions for future research on international migration and social policy.
