講者介紹:

Dr. Ji Young Kang is an assistant professor in the department of social welfare at Chungnam National University in South Korea. Her research interests are cross-national comparative social policy, family policy and poverty and inequality. She received her Ph.D in Social Welfare at the University of Washington in USA. She published in various journals including the Journal of Social Policy, Social Policy and Administration, Gerontologist, Social Politics, and Family relations. Her recent research explored the motherhood penalty across East Asian countries and compared work trajectories in Germany, Korea and the USA.

 

演講內容:

Korea’s later-year poverty rate is the highest of any OECD country, and four times higher than the OECD country average. The yet-to-mature public pension system has exacerbated this spike in Koreans’ later-year poverty. In July 2014, the government introduced the social pension program with the Basic Pension Scheme (BPS), a means-tested, non-contributory pension for older people whose income is below a specified threshold. This presentation provides an overview of the current situation of old age poverty in Korea and introduces the effect of BPS, whether it reduced consumption poverty and material hardships among older adults.

講者介紹:

Dr. Aziza Umarova is a governance practitioner. Coordinator of Delivery Unit at the Agency for Strategic Reforms under President with the focus on social issues. A thoughtful practitioner, Umarova was a Visiting researcher at Harvard’s Davis center for Eurasian and Russian Studies, Fall semester 2022. Social protection expertise includes developing institutional design options for an integrated social protection system. She holds a master’s degree from St Andrews University, UK (Chevening scholar). In her early career, she worked and lived in Singapore, Scotland, China and Austria. Alumni of several distinguished programs.

 

演講內容:

Research will make introduction to the social assistance system in Uzbekistan, its policy and institutional evolution. And a special focus on the effectiveness of the cash transfer-oriented system versus social work and social services available to the vulnerable.
